HAUGESUND PUBLIC LIBRARY – TERMS OF LENDING

1.Who can borrow books from the library?
Anyone resident in Norway has the right to borrow, free of charge, any books and other items that Haugesund Public Library has available for loan from its own collection or via inter-library loan from other Norwegian public and academic libraries. If you have a medical condition that prevents you from visiting the library, you can call us to request a home visit.

2. What are the borrower’s responsibilities?
Borrowers must take good care of the borrowed items and return them no later than the specified return date.
Borrowers are responsible for all items borrowed using their library card. Lost and damaged items must be replaced. Parents or guardians are responsible for items borrowed by their children (see section 3).

3. Library cards
Anyone wishing to borrow items must be in possession of a library card. Adults and young people aged 15 or over can obtain a library card on production of a valid ID. Borrowers must inform the library of any change of name or address (including e-mail address) and loss or theft of their library card.

Children and young people aged between 6 (Class 1) and 15 can only obtain a library card with the consent of their parent or guardian.

Your library card is personal, cannot be transferred or lent to others, and must always be produced when borrowing items. Lost or damaged cards will be replaced at a cost of NOK 20 (applies to all borrowers).

4. Loan duration

The normal loan period is four weeks. Loans can normally be renewed three times (except for feature films and short-loan items) unless the item has been reserved by another borrower. For study purposes and in other exceptional cases, the loan period may be doubled (long loan). In certain cases the loan period may be reduced (short loan). The following categories of item are permanently on short loan:
CDs (adult section only) 2 weeks
Newspapers, journals and yearbooks 2 weeks
Children’s films 7 days
Adult films 3 days

The number of items that may be borrowed is unlimited, except for a maximum of two films. There are also certain items that may only be used on the library premises.

5. Reservations
When a book, CD or other item is out on loan, a borrower may reserve the item, which means it will be put aside for that borrower on its return to the library. The borrower will receive notification (by post or e-mail) that the reserved item is ready for collection, and will be charged for the cost of postage. If books or other reserved items are not collected within seven days of the date of notification, they will be made available to the next borrower or returned to the shelf. Short-loan books cannot be reserved.

6. Inter-library loans
Books not present in the library’s own collection can generally be obtained from other libraries. When the book arrives, the borrower will be notified and charged for the notification (see section 5).

7. Reminders
The charges for issuing reminders regarding borrowed items that are not returned by the due date are as follows:
1st reminder NOK 15.00
2nd reminder NOK 50.00

If borrowed items are not returned after two reminders, the borrower will be billed for the cost of replacing the items (normally new purchase price plus an administration charge of NOK 150.00).
If borrowed items are not returned or paid for after a bill for replacement is issued, the claim will be referred to the Haugesund city treasurer for legal collection.
8. E-mail and internet services
Borrowers wishing to receive notification of reservations, reminders, etc. by e-mail must register their personal e-mail address with the library.
Borrowers with internet access can access basic services via the library’s website. Go to www.haugesund.folkebibl.no and click on “Mappa mi” (“My Folder”).

SPECIAL GUIDELINES
Loans to institutions and organizations
Institutions and organizations can obtain their own library card. This may be used only to borrow items necessary for the institution’s activities. Individual members of staff must use their personal library card for all private borrowing. When items are borrowed on behalf of an institution, the borrower must state clearly which department or person is responsible for the items while on loan.
The library must be notified of any internal changes at an institution (public day nurseries: change of address or superintendent; registered childminding homes: change of address or proprietor). Institutions may normally keep borrowed items for six weeks. The institution is responsible for all items borrowed using its library card. Fines for late return and charges for replacing lost or damaged items are payable on the same terms as for private borrowers.
Visits by classes and large groups must be arranged in advance.
